VALHALLA, N.Y. (October 11, 2023) - Westchester Medical Center Health Network (WMCHealth) today announced three new additions to guide its Government and Community Relations efforts, to be led by Megan Baldwin, who joins the network as Senior Vice President of Government and Community Relations.
Baldwin will be supported by Thomas Scaglione, Vice President of Government and Community Relations, and Pavan Naidu, Director of Government and Community Relations, who both recently joined the network.
“Building collaborative relationships with elected officials, government agencies and community partners, and establishing a constant presence in the communities we serve is essential to our ability to provide the highest quality care to our patients,” said Michael D. Israel, President and CEO, WMCHealth. “This new team joins WMCHealth at a pivotal time for the network, and with extensive experience working with elected officials and community leaders across the state, I am confident in their ability to guide these efforts into the future.”
The new additions come as WMCHealth progresses on a number of vital initiatives, including the previously announced Critical Care Tower at Westchester Medical Center and the continued expansion of services across the regions it serves, such as the forthcoming HealthAlliance Healthy Village near the new HealthAlliance Hospital in Kingston. They will also prioritize expanding grassroots community outreach efforts and identifying impactful engagement opportunities with community members and stakeholders across the network.

Baldwin brings more than 15 years’ experience working in Albany in both the New York State Senate and the New York State Executive Chamber, most recently serving as the Acting Executive Deputy Commissioner for the New York State Department of Health. Within her role, Baldwin was responsible for the day-to-day operations, strategic planning and implementation efforts of the Department.To accomplish this work, Baldwin worked with the Governor's Office and Division of Budget, leadership of other State agencies, members of the legislature, federal, State, and local leaders and other external partners. In addition, Baldwin coordinated agency emergency response activities, including: COVID-19, polio, monkeypox and other emerging threats.
While serving in the Office of the Governor, Baldwin oversaw policy and operations for the Department of Health, including the Medicaid program, State Office for the Aging and Office of the Medicaid Inspector General. During the COVID-19 pandemic, Baldwin served as a member of the New York State Vaccine Distribution Leadership team. She has also led implementation efforts of policies to combat opioid use, curb the vaping, establish drinking water quality standards and enhance maternal and women’s health resources.

With more than a decade of experience working with state regulators, Scaglione joined WMCHealth from Empire State Development (ESD), where he most recently served as the
Mid-Hudson Regional Director. At ESD, he focused on strategic development opportunities for various Hudson Valley counties. He also secured more than $120M in economic development grants funding for the Mid-Hudson region and established the $150M Mid-Hudson Momentum Fund program.
While serving in this role, Scaglione was also the Governor’s Office Mid-Hudson Regional Lead during the COVID-19 pandemic, and worked closely with hospitals, healthcare providers, County Executives, county health departments, local elected officials, and community organizations from the very first days of the outbreak.
Naidu comes to WMCHealth after most recently serving as the Regional Representative of the Mid-Hudson Valley for Governor Kathy Hochul, as well as Director of Legislative Affairs for the Department of Homeland Security and Emergency Services (DHSES).
